I know I can have a parent and create a record as a one-parent family. But, how do I take an existing child record and an existing parent record and create a one-parent family?

You can’t exactly do that. It’s always been regarded as simpler (than the necessary coding) to create a one-parent family by creating a new child, then merge that child with the existing one afterwards.
